File size is not the whole form
The compressor aims for a file at or under the KB number you type. JPEG quality steps are discrete, so a result might be 96KB instead of 100.00KB. That is usually enough for a “maximum 100KB” box. It is not a promise of an exact byte.
Portals also reject photos for reasons this tool does not check:
- Width and height (for example 35×45 mm or 413×531 px)
- Background color
- Face size or glasses rules
- File name or format rules beyond “JPG”
- A second cap you missed in the small print
If the form lists pixels and kilobytes, crop or resize to the pixel box first, then compress.

Not a PDF converter
Searches such as “compress image to 100kb pdf” usually mean a JPG small enough to attach to a PDF form. This site does not produce a PDF. Compress here, then add the JPG to the form or PDF tool you already use.
Quality and format limits
- A 10KB or 20KB cap on a 12-megapixel photo will look soft. That is the cap.
- HEIC depends on the browser. If it will not open, export JPG from Photos first.
- Transparent PNGs are flattened on white because output is JPG.
- Custom targets stop at 10MB. A “100MB” search is not a size this tool is built for.
